International Maritime Organisation (IMO)

European Union Agency for Cybersecurity (ENISA)

They have directives and risk management guides that allow cyber security specialists to work with a baseline standard due to the NIS Directive which sets a general minimum benchmark for safe practice and essential services.
European Maritime Safety Agency (EMSA)
Another EU organisation, this time dedicated to safe maritime operations instead of cyber security specifically. They oversee a wide range of areas in regard to maritime safety.
They have resources dedicated to cyber security which provide guidance, training and help with access to relevant qualifications.
